Building the future
The Digital Transformation Center Rwanda (DTC) has emerged as a catalyst for Rwanda’s digital transformation journey in the last 6 years, spearheading initiatives that leverage technology for socio-economic development. Working closely with the Ministry of ICT and Innovation (MINICT), GIZ, and various stakeholders, DTC has driven programs that focus on innovation, digital literacy, and sustainability.
Key achievements include advancing AI-driven solutions for agriculture and climate adaptation, integrating robotics into education, and empowering marginalized groups through targeted digital literacy training.
The Digital Transformation center serves as an umbrella for several programs and initiatives focused on accelerating digital transformation for sustainable development. Its work is deeply embedded in national priorities and regional strategies and targets both the systemic and practical barriers identified in Rwanda’s digital landscape.
Strengthening Digital Governance & Policy
Through close collaboration with the Ministry of ICT and Innovation (MINICT) and other government partners, the Cluster supports the development of enabling regulatory frameworks, data governance policies, and digital strategies that ensure Rwanda’s digital growth is safe, inclusive, and future-ready.
Supporting the Smart Africa Secretariat, contributing to data strategies, and facilitating the GovStack Initiative Rwanda.
Capacity Development & Digital Literacy
The Cluster implements multi-level capacity development programs to enhance the digital competencies of public servants, entrepreneurs, and citizens. These are often tailored to address the digital gender divide and reach underserved populations.
Digital Skills Accelerator, Her CyberTracks, and AI for Youth programs.
Inclusive Innovation & Entrepreneurship
Through challenge funds, grants, and technical support, the Cluster nurtures local digital innovation that addresses community needs—from agriculture and climate to public health and education.
The Digitech and Smart Cities initiatives, support to RISA, and digital public goods development.






The Digital Transformation Center Rwanda is actively contributing to the achievement of several Sustainable Development Goals (SDGs) by harnessing the power of technology for inclusive development. Through our digital literacy programs and capacity-building initiatives, we support Quality Education, ensuring that individuals—especially women, youth, and persons with disabilities—gain the skills needed to participate meaningfully in the digital economy, thus advancing Gender Equality and Decent Work and Economic Growth. By fostering local innovation, supporting startups, and strengthening digital infrastructure, we directly contribute to Industry, Innovation and Infrastructure, while our Smart Cities and sustainability-focused initiatives promote more resilient and sustainable communities (SDG 11). At the core of our approach is partnership—collaborating closely with government, private sector, civil society, and development actors to deliver impact in line with Partnerships for the Goals.
